This presents a serious conflict between commercial pressure and professional duty. Using non-certified material in safety-critical components is potentially dangerous: the material may not meet required properties, risking failure and injury. The engineer must not sign off non-compliant parts - this would be fraud with potential criminal liability. The engineer should first raise the concern formally with the manager in writing, explaining safety and legal risks. If the manager persists, escalate to a more senior manager or compliance director. If internal channels fail, the engineer may whistleblow to the regulatory authority, protected by PIDA 1998. All communications should be documented. While refusing may cause workplace tension, the consequences of certifying non-compliant safety parts - potential fatalities and prosecution - are far more serious. The engineer's primary duty is to public safety.
